Charusita Chakravarti of the Indian Institute of Technology (IIT) Delhi, Santosh G. Honavar of L.V. Prasad Eye Institute and S.K. Satheesh of the Indian Institute of Science are among the 11 scientists named Saturday for the country's top science award.

Samir Brahmachari, director general of the Council of Scientific and Industrial Research (CSIR), made the announcement in the presence of Science and Technology Minister Prithviraj Chavan at the institution's 67th Foundation Day celebrations here.

'I was looking for a woman candidate for this top SSB award 2008 and fortunately we have one woman (Chakravarti) in the list of top 11 names,' Brahmachari said.

The SSB award carries a cash prize of Rs.500,000, a citation and a plaque. Since its inception, 443 scientists, among them 10 women, have bagged this most prestigious award in the field of science.

While Chakravarti was selected for her work in chemical science, Honavar has made contribution in the field of medicine. Satheesh got the award for his contribution to the earth science.

The other winners are Amitabh Joshi and Bhaskar Shah (biological science), Giridhar Madras and Jayant Ramaswamy Harsita (engineering science), R. Gopakumar and A. Dhar (physical science), Narayanswamy Jayraman (chemical science), and Verapally Suresh (mathematical science).

'Zoozoos', a new innovative concept from mobile service provider Vodafone Essar is on its way to capture hearts of millions of viewers similar to that of 'Hutch dog'.

Zoozoos -- stick-like figures with an egg-like heads -- feature in the latest Vodafone Essar commercials that are aired during the Indian Premier League Twenty20 cricket series to promote different offerings and services provided by Vodafone to its customers.

"We have been thinking about this concept since the last six months. As millions of people are glued to their television sets during IPL, we thought it was the right time to launch the concept," Vodafone Essar's director (marketing and new business) Harit Nagpal said.

The most remarkable thing about the Idou is the 12-megapixel resolution on its camera which is (by a large margin) the highest on a mobile phone. Now more megapixels don't necessarily mean better pictures; other factors like the quality of the lens and sensor also matter so we will have to wait and see what the actual pictures on the Idou look like. Still the camera looks very impressive and comes with two flashes: a Xenon flash for stills and an LED flash for video. It also comes with face and smile recognition as well as geo-tagging.

Apart from the camera the Idou comes with a 3.5-inch touchscreen and an acceloremeter (motion sensor). For storage it comes with a microSD card slot; these cards are cheaper than the usual M2 cards on Sony Ericsson phones. Other features include GPS and Wi-Fi.

HTC Touch Pro 2

The Taiwan-based HTC has established itself as the leading maker of Windows Mobile smartphones and the Touch Pro 2 will be their next major offering. The phone comes with a qwerty keyboard and a full set of touchscreen options: stylus support, handwriting recognition, a touch-sensitive zoom bar and an HTC-developed touch interface called Touch Flo.

The phone, which comes installed with Windows Mobile 6.1 and Pocket Office, is aimed at business users so the camera is relatively low-end with 3.2 megapixels, auto-focus but no flash. Though the phone isn't oriented towards multimedia it does come with a microSD slot for storing music and videos.

Like the Idou, the Omnia HD, is pushing the boundaries of camera capabilities on mobile phones. It comes with an 8-megapixel camera and moreover is the first phone to provide high-definition video recording at 24 frames per second. Disappointingly there is no xenon flash though.

The phone also comes with a 3.7-inch OLED touchscreen. OLED is a new display technology which provides better picture quality and lower power consumption. The Omnia HD uses a Symbian S60 operating system which has been customised for a more user-friendly experience. For example, you have a photo contacts screen where you can dial contacts by clicking on their photos.

The Omnia HD will be released in two versions: with 8GB and 16 GB of internal memory. Each version comes with a microSD slot with a maximum capacity of 16 GB for a total of 24GB and 32 GB respectively.

Nokia N97

New phones in Nokia's flagship 'N series' are always much anticipated and the N97 doesn't disappoint. Bringing together a collection of features never before seen on a mobile phone, it basically takes all the features of the N95 and adds a qwerty keyboard and a 3.5-inch touchscreen.

The N97 comes with 32GB of memory as well as a microSD card slot for a total of 48GB which will be the largest available on a mobile phone. It also comes with an FM transmitter so you will be able to listen to your music on your car radio. The camera is similar to the N95 with 5 megapixels, Carl Zeiss optics and an LED flash; in other words solid if not quite as flashy as the Omnia HD and Idou.

How much are these phones going to cost? There is no information on prices yet but they will likely cost upwards of Rs 30,000. However in a year or two prices are bound to come down and you will soon see similar features on cheaper phones. These high-end phones, however, do provide a good picture of what to expect in the next few years.

BLUETOOTH TECHNOLOGY GETS FASTER WITH BLUETOOTH 3.0

Bluetooth 3.0 + High Speed (HS) is official now.Officially named as Bluetooth 3.0 + HS (High Speed), the standard takes advantage of the presence of Wi-Fi on many Bluetooth-equipped devices to offload high-demand transfers to Wi-Fi. Bluetooth 3.0 gets its speed from the 802.11 radio protocol. The inclusion of the 802.11 Protocol Adaptation Layer (PAL) provides increased throughput of data transfers at the approximate rate of 24 Mbps. In addition, mobile devices including Bluetooth 3.0 will realize increased power savings due to enhanced power control built in.

Applications

With the availability of Bluetooth version 3.0 HS, consumers can expect to move large data files of videos, music and photos between their own devices and the trusted devices of others, without the need for cables and wires. Some applications consumers will experience include:

* Bulk download photos to a printer or PC
* Send video files from camera or phone to computer or television

Availability

The Bluetooth SIG’s formal adoption of the specification is only the first step in the product lifecycle. News out today from wireless chip manufacturers and Bluetooth SIG member companies Atheros, Broadcom, CSR, and Marvell shows the second step – getting silicon solutions to device manufacturers – is already underway. End products for consumers are expected to be in the market in 9 to 12 months.

The major smartphone makers are gearing up for a second-half showdown. The new iPhone 3GS launch in mid-June came less than a week after rival Palm unveiled its widely hyped Pre smartphone, and a week before RIM announced its planned debut of the new BlackBerry Tour in the coming months.

Stiff competition has eroded Apple's smartphone market share to just 19.5% in the first quarter of 2009, from 30.1% in the third quarter of 2008, according to IDC. BlackBerry maker RIM's share rose to 55.3% from 40.4%. Palm's share continues to stay below 4%.

The new iPhone's sales have been stellar, selling one million units in the first week. That compares to just 50,000 for the Pre's first week, though some analysts say sales have perhaps neared half a million since then. Yankee Group expects Apple and Pre to win back some market share by the end of the year and BlackBerry to fall back just a bit.

Still, it would be foolish to get caught up in the hype and count out market leader BlackBerry. Experts note that iPhone sales have typically started strong and tapered off after a new release, whereas BlackBerrys -- which are sold on every major carrier -- are less volatile.

And if flashy and new is your thing, analysts widely expect RIM to unveil a touch screen BlackBerry with a physical keyboard, much like the Pre, in the coming months to keep Apple and Palm at bay.

Air India seeks Rs.10,000-crore bailout

India's flag carrier Air India, which is struggling to cope with a cash crunch, will ask for a Rs.10,000-crore (about $2 billion) bailout package from the central government, a senior official said.

Airline officials, who discussed the airline's financial problems with Civil Aviation Minister Praful Patel Tuesday night, will meet top government officials again seeking help.

The minister arrived here Tuesday after attending the Paris air show.

'We are looking for at least Rs.10,000 crore bailout package. I am not sure if the government would agree on this,' said the Air India official, who did not want to be named.

Air India earlier said it was looking for a bailout package worth at least Rs.15,000 crore from the government.

Air India chairman and managing director Arvind Jadhav, Civil Aviation Secretary M. Madhavan Nambiar and other senior ministry and airline officials had met the Principal Secretary to the Prime Minister, T.K.A. Nair, Monday with the demands.

But they did not get any assurance from Nair.

Jadhav last week met Cabinet Secretary K.M. Chandrasekhar.

National Aviation Co of India Ltd (NACIL), which owns Air India, had earlier announced that it would delay the salaries of its over 31,000 employees for 15 days. The management has also asked the top executives of the airline to forgo their one month's salary.

The employees, however, did not accept the management's decision and said they would go for an indefinite strike from July 1 if the management delays their salaries.

According to the International Air Transport Association (IATA), the global aviation industry is expected to lose about $9 billion this year.

The Centre for Asia Pacific Aviation (CAPA) says the Indian aviation industry is likely to incur around $2 billion losses this year.

Ford Motor Co will receive nearly $5.9 billion in U.S. government loans to build fuel-efficient vehicles as the Obama administration deepened its commitment to reshaping the cash-strapped auto industry.

Japan's Nissan Motor Co Ltd will receive $1.6 billion and start-up Tesla Motors Inc will receive $465 million in low-cost loans to build all-electric cars in the first wave of financing from an Energy Department program intended to offset the cost meeting sharply higher new fuel economy standards.

"By supporting key technologies and sound business plans, we can jump-start the production of fuel-efficient vehicles in America," Energy Secretary Steven Chu said at an event at Ford's sprawling engineering and product development campus.

"These investments will come back to our country many times over by creating new jobs, reducing our dependence on oil, and reducing our greenhouse gas emissions," he said.

The Energy Department has $17 billion remaining in funding under a program first authorized by Congress in 2007. Chu said the agency would work quickly to approve further loans in the coming months to other auto companies.

The announcement of the first round of funding at Ford represented a win for the automaker, the United Auto Workers union and Michigan's congressional delegation after an intense lobbying effort to get the long-stalled funding approved.

One of the conditions of receiving the subsidized loans was a determination of viability. That ruled out Ford's rivals Chrysler and General Motors Corp since they have been pushed through a federally funded bankruptcy process.

Allen Stanford detention hearing set for Thursday

Allen Stanford, the Texas financier accused of a $7 billion fraud, is due to appear at a detention hearing in Houston on on Thursday, a spokeswoman for the U.S. Attorney's office in Houston said on Tuesday.

Stanford is due in U.S. District Court at 1000 CDT, she said.

Stanford and five other executives were charged last week on 21 counts of fraud, conspiracy and obstruction charges.

Federal prosecutors have accused him of running a massive scheme involving certificates of deposit (CDs) issued by his offshore bank in Antigua.

Stanford, 59, was arrested at his girlfriend's home in Virginia on Thursday.

The billionaire has been in federal custody while making the trip back to Houston where the criminal charges were filed. A judge will decide if he should be released at the hearing.

Stanford has repeatedly denied any wrongdoing.

Laura Pendergest-Holt, the company's former chief investment officer and two of the firm's accountants are also due in court on Thursday, court records show.

The U.S. government has accused Stanford and the others of running a massive Ponzi scheme where investors in CDs sold by Stanford International Bank in Antigua were paid with funds from more recent investors.

Stanford could face life in prison if all convicted on counts in the indictment.

Nandan Nilekani to head Unique Identification Authority

The Union Cabinet has appointed the Infosys Chief Nandan Nilekani as the Chairman of National Authority for Unique Identity.

Minister for Information and Broadcasting Ambika Soni said the new authority will function under the planning commission, and Nilekani will be enjoying cabinet tatus.

Ms Soni said the authority will have the responsibility to lay down plans and policies to implement the Unique Identification Scheme and will operate the unique identification number database for the citizen's of the country.

In January the Government of India has notified the creation of the National Authority of Unique Identity.

The ambitious plan of unique identification has been allocated Rs 100 crore in the interim budget of 2009-10.

The unique identification number aims at eliminating the need for multiple identification mechanism prevalent across various government departments, and it will ensure that each Indian citizen will carry a permanent identifier from birth to death.

The permanent identifier which will also cover children, will help in at establishing citizenship, reducing identity related frauds, addresses security issues and prevent leakages in different government schemes.

In the beginning the Unique Identity number will be given to all voters who are on current electoral rolls, and gradually, the other persons including those below 18 years of age will be added to the database. Photographs and biometric data will be added to make the identification perfect.

Google continued to dominate online search in the first half of the year.

As of May, Google maintained a 65% share of online search, up 2 percentage points from the start of the year, according to comScore. Yahoo, on the other hand, slipped 0.9 points to 20.1% and Microsoft lost a half point to just 8% of the search market.

And then along came Bing, which debuted in early June. Microsoft's new ballyhooed search engine immediately stole market share from its competitors, climbing to a 16.7% share just two weeks after its release, comScore said.

Though experts don't expect that huge jump to last, most think that Bing will begin to chip away at Google's dominance and perhaps challenge Yahoo's second-place status in the second half of the year.

"Bing, in terms of interaction design, is a leap forward," said Susan Feldman, search engine analyst at IDC. "I think it will gain market share, but that depends mostly on Microsoft's marketing as opposed to its technology. It's easy to switch, but hard to get people to change their habits."

To really challenge Google, some say Microsoft will need to partner with Yahoo -- a back-and-forth dance that has never materialized but one both companies have said they are receptive to.

Sandeep Aggarwal, senior Internet research analyst with Collins Stewart LLC, said he expects a Microsoft-Yahoo search deal to be reached by the time the companies report their quarterly results in late July.

King of Pop Michael Jackson is dead

Jackson was pronounced dead at about 2:26 p.m. PDT (2126 GMT) after arriving at a Los Angeles hospital in full cardiac arrest, said Fred Corral of the Los Angeles County Coroner's office. The cause of death was not known and an autopsy would likely take place on Friday, he said.

Jackson's sudden death had been reported earlier by U.S. media, which said he was taken ill at his home and rushed to the hospital by paramedics who found him not breathing when they arrived.

Known as the "King of Pop," for hits that included "Thriller" and "Billie Jean," Jackson's dramatic, one-gloved stage presence and innovative dance moves were imitated by legions of fans around the world.

He transformed music videos and his lifetime record sales tally is believed to be around 750 million, which, added to the 13 Grammy Awards he received, made him one of the most successful entertainers of all time.

But Jackson's belief that "I am Peter Pan in my heart", his preference for the company of children, his friendship with a chimp, his high-pitched voice and numerous plastic surgeries also earned him critics and the nickname "Wacko Jacko."

Jackson, who had lived as a virtual recluse since his acquittal in 2005 on charges of child molestation, had been scheduled to launch a comeback tour from London next month.

Quincy Jones, who helped arrange the music on the album "Thriller" and produced the "Off the Wall" album, told MSNBC: "I am absolutely devastated at this tragic and unexpected news."

"For Michael to be taken away from us so suddenly at such a young age, I just don't have the words. I've lost my little brother today, and part of my soul has gone with him."

Jackson was born on Aug. 29, 1958, in Gary, Indiana, the seventh of nine children. Five Jackson boys -- Jackie, Tito, Jermaine, Marlon and Michael -- first performed together at a talent show when Michael was 6. They walked off with first prize and went on to become a best-selling band, The Jackson Five, and then The Jackson 5.

Windows 7 vs. Snow Leopard

Sales of Apple's Mac OS X Leopard have been mostly solid so far this year. But Microsoft's Vista ... well, that's another story. A PC sales slump, combined with mostly negative reviews have led to disappointing sales of Microsoft's current Windows iteration.

But Microsoft thinks it found the cure to its operating system woes with Windows 7, set to debut Oct. 22 -- just in time for the holiday shopping season. Microsoft says Windows 7 is scaled back and faster than Vista, addressing users' complaints about sluggish speeds and unnecessary functions.

Meanwhile, Apple announced its new operating system, Snow Leopard, can perform some tasks up to 90% faster than the current Leopard OS. Apple said Snow Leopard, which will go on sale in September, is more crash resistant than its predecessor and is 6GB smaller.

What will the new competition mean for the OS sales wars? Probably very little. Last year, 94% of new PCs sold had Windows built in, compared with 3.3% with Mac OS. Gartner's prediction for 2009? Windows: 94.2%, Mac OS: 3.3%.

"Neither of the new OS's is revolutionary [but] Windows 7 is more vital to Microsoft than Snow Leopard is to Apple, because Microsoft has more to prove," said Michael Silver, OS analyst with Gartner.

WASHINGTON--Where you see an electric car, your utility sees a battery on wheels.

Forward-looking utilities are gearing up to tap into the stored energy that plug-in electric vehicles can provide using smart-grid technology, said industry executives at consulting firm Kema's Utility of the Future conference here this week.

Car batteries can provide a buffer to lighten the load on the grid during peak times and potentially provide back-up power to homeowners. Down the line, old plug-in hybrid electric vehicle (PHEV) batteries could be recycled as storage devices, they said.

"I think PHEVs will be the killer application for the smart grid," said David Mohler, the chief technology officer of Duke Energy. "They are able to both consume and provide energy like no other device can and can really change storage."

A number of plug-in electric vehicles aimed at mainstream buyers will become available over the next two years. Although there's no standard storage capacity, Mohler estimated that four of them could power a house, at least for a short time.

In the near term, the most promising marriage of the grid and car batteries is providing what the power industry calls "frequency regulation." It's an arrangement that could save utilities money, reduce pollution, and potentially save consumers money, advocates of the approach said.

Utilities routinely pay for frequency regulation services to ensure that the supply of electricity matches the demand. When an imbalance between supply and demand causes a change in signal frequency, power generators crank up to adjust the flow of electricity.

But a network of plugged-in electric vehicles could effectively perform the same function by taking a break--even for a few minutes--from charging their batteries. Charging cars in bursts--all while ensuring they're topped off when the drivers needs them--could be done with millions of cars, said Alec Brooks, a renewable energy engineer at Google.

Google has developed proof-of-concept "smart charging" software with algorithms that monitor the electricity supply and very precisely control when cars get charged, he said during a presentation where he showed simulation data. "You figure out which ones you need to dispatch (electricity) to be full when they say they need to be full," Brooks said.

Using car batteries for frequency regulation--already a billion-dollar market--is more cost-effective and would allow power generators to take better advantage of wind and solar power, which are variable, Brooks said. Google is testing the software on its fleet of eight converted plug-in hybrid Priuses.

"You can shape the load to match renewable energy, which can be very different even within one day...So you have a system where you move the load around rather than the generation," he explained.

Saving money on the Chevy Volt
It's not just software engineers at Google who are tooling around with PHEVs and frequency regulation. When the Chevy Volt is released at the end of next year, the car will have smart charging built into it using the OnStar service.

In a Department of Energy research project, General Motors is working with 50 utilities to see how the Chevy Volt can interface with utilities. Providing grid services, such as frequency regulation, will lower the cost of owning the Volt, said Keith Cole, GM's director of advanced vehicle strategies and legislative affairs.

"If a customer can sign up and say they are willing to have their charging interrupted for 140 seconds and the utility will pay them to do it via a credit, it would cut the cost of charging the Volt," Cole said. "So instead of costing 7 or 10 cents a kilowatt-hour, it might cost 5 or 3 because of the service."

Although this will be technically possible when the Volt is first released, don't expect it to be available for a while. The business models for these types of services have yet to be worked out.

Still, cutting electricity demand for frequency regulation makes sense for utilities because the power purchased for this job is relatively expensive, Cole said, adding that a utility would only be interested if it could get large numbers of cars under management.

Farther out, utilities could potentially pull stored electricity in car batteries to lighten the load on the grid, rather than fire up an expensive and dirty auxiliary power plant during peak times. But that two-way power flow, called vehicle-to-grid, is technically challenging and puts added strain on the battery.

'Indian SMBs lead investment in energy efficient IT'

According to a global study jointly released by IBM and InfoTech Research Group, even in a very difficult economic environment, Indian small and medium enterprises (SMEs) are eager to actively invest in initiatives that reduce the environmental impact of their information technology.

The study is based on a survey of more than 1,000 information technology executives at companies with between 100 and 1,000 employees across industries and in a dozen countries including the India, United States, Canada, France, Germany and the United Kingdom.

The findings show that more than 55 per cent of Indian companies are going to, or have already commissioned third-party environmental audits, purchased emission credits, or have made improvements in their supply chain efficiency to reduce energy consumption. 63 per cent of Indian IT enterprises have completed a retrofit of existing server rooms to increase energy efficiency, or have a pilot project underway.

Almost two-thirds of all companies globally are currently, or are planning within the next 12 months, to add virtualization technology to their servers, consolidate storage systems, or retrofit their server rooms.

Ã¯Â¿Â½Businesses around the world have discovered that going green isnÃ¯Â¿Â½t just good for the planet; itÃ¯Â¿Â½s good for their bottom line,Ã¯Â¿Â½ said Ramesh Narasimhan, Director, General Business, IBM India/South Asia. The study found companies typically fall into one of four IT personalities; green advocates, smart spenders, green observers and green seekers. Green advocates, companies that integrate environmental considerations into all areas of their business, makes up about 25 per cent of the companies surveyed. Smart spenders make up 38 per cent of the survey group and are defined as SMBs willing to make upfront investments to achieve a long-term cost reduction. Green observers, who make up 30 per cent of the survey group, do not have specific environmental goals and need management support for initiatives to improve energy efficiency. Green seekers, at 7 per cent, are interested in adopting energy efficient technology but are unsure of where to start and how to quantify results.

Saving electricity requires the measurement of IT electrical consumption, something many companies cannot do. However, the survey finds that more than 50 per cent of companies have implemented some form of energy measurement for their information technology infrastructure, and about one-quarter plan to do so in the year ahead.

About 60% of the total respondents weigh the importance placed on business benefits against environmental benefits, suggesting that IT initiatives to help improve energy efficiency must yield financial returns in order to get the green light.

Countries with some of the highest fuel prices in the world have not, up to this point, turned to remote conferencing and telecommuting initiatives to reduce both cost and energy consumption. The survey found while 50 to 60 per cent of Indian, Brazilian, North American and British businesses are up and running with telecommuting and virtual conferencing capabilities, Germany, France, and, to a lesser extent, the Nordic countries have been slower to adopt these technologies. Initiatives intended to reduce travel are clearly receiving the most attention from geographically Ã¯Â¿Â½bigÃ¯Â¿Â½ countries over the next 12 months. From Brazil to Canada, more than 30 per cent of businesses will aggressively pursue remote conferencing and telecommuting strategies.

Virtualization is also being perceived as a major step in help achieving energy efficient business operation. The rate of server virtualization across most regions (with an average implementation rate of 48 per cent) is evidence that initiatives with a business case comprised of clear cost savings and environmental benefits will win first. For new initiatives to gain acceptance from stakeholders who may be sceptical, a clear case for cost containment, savings or other business benefits must be made first.

Data indicates that IT equipment recycling has shown good progress. Overall, 56 per cent of the companies surveyed have either completed or are implementing outdated hardware recycling programs.

Approximately 23 per cent of IT departments report plans to adopt IT equipment recycling and energy measurement practices within the next 12 months. 65 per cent of all implementations, the study found organizationsÃ¯Â¿Â½ initial goals for these projects are met or exceeded.

The Indian marketplace boasts of more than 35 million small and medium businesses and is now competing globally. They will need to gain a competitive edge to win amidst global competition and technology provides them this edge. Despite the recessionary phase hitting the bottom-line of the country's IT sector, the northern region appeared to have remained insulated as total IT exports from this region grew by a whopping 30 per cent, with Infosys becoming the top exporter.

Performing against all odds, export of software and IT enabled services from Mohali, Chandigarh and Panchkula have jumped to Rs 1,051.23 crore in 2008-09 against Rs 806.01 crore in 2007-08, as per data provided by Software Technology Parks of India (STPI).

"With the global slowdown casting its shadow on majority of industrial sectors including IT, we were unsure of even touching Rs 1,000-crore mark from this region under current circumstances...but the industry has managed to clock handsome growth in spite of meltdown impact," STPI Joint Director Ajay Shrivastava said in Chandigarh.

Of the total export of Rs 1,051.23 crore, the exports from SEZs of Chandigarh zoomed to Rs 318 crore in 2008-09, posting a growth of 127 per cent in one year of its operation.

Obama "ready to fight" for new financial agency

Obama said opponents were already "mobilizing" against his proposal earlier this week to create a new Consumer Financial Protection Agency as part of the most sweeping set of financial regulatory reforms since the 1930s.

The new agency, which Congress would have to approve, would have the power to write rules and design or ban financial products. It could also examine firms and impose fines and other penalties on almost any institution that offers products such as home loans or credit cards.

Critics argue that the new agency would stifle financial product innovation, boost the cost of regulatory compliance and cause prices for consumers to rise.

"It's going to create exactly the type of duplication, second-guessing and layering that we feared," David Hirschman, president of the U.S. Chamber of Commerce's Center for Capital Markets, said earlier this week.

Obama said the proposed agency was badly needed to help consumers make sense of complex financial instruments and to keep loan companies honest.

"Today, folks signing up for a mortgage, student loan, or credit card face a bewildering array of incomprehensible options. Companies compete not by offering better products, but more complicated ones -- with more fine print and hidden terms," Obama said.

"The American people sent me to Washington to stand up for their interests. And while I'm not spoiling for a fight, I'm ready for one."

RBI: must look at reversing expansionary policy

The Reserve Bank of India (RBI) should look at eventually reversing the expansionary policy pursued in the wake of the global economic crisis, Governor Duvvuri Subbarao said on Saturday.

"All of you would agree around the world also there is concern, there is attention being paid to reverse these expansionary policies," Subbarao told students at a banking institute. "In the Reserve Bank of India, we will be looking at reversing the expansionary policy at an appropriate time."

Subbarao did not say how or when the policy will be reversed but said he will not do it right now or in the near future.

In its efforts to stimulate the economy, the RBI has cut its key lending rate by 425 basis points to 4.75 percent since the collapse of Lehman Brothers last year. The rate at which it absorbs surplus cash from the banking system has been cut by 275 basis points to 3.25 percent.

As well, it has cut the ratio of cash that banks must deposit with the central bank to 5 percent from 9 percent in the middle of last year.

Subbarao said the stimulus measures of both the government and the central bank have worked to some extent. "Certainly we are seeing our own versions of green shoots in certain sectors like cement, steel and coal," he said.

He also said growth in vehicle sales as well as a pick up in rail freight traffic were encouraging. "But as I said, this is not a complete picture and there are a number of sectors of the economy which have to see a significant revival," he said.

In April, the RBI said it expected Asia's third largest economy to expand by about 6 percent in the fiscal year 2009/10 ending in March, below last fiscal year's 6.7 percent.

Many private sector economists forecast growth of between 5.8 to 7.2 percent. The head of prime minister's economic advisory council predicted on Saturday that growth would match at least last year's level.

Subbarao said although the wholesale price index fell in the first week of June, food and primary articles inflation was significant. Consumer price index inflation was 9 percent, he said.

The governor said the central bank looked at a number of variables of inflation including an assessment of inflationary expectations to formulate its policy.

India's wholesale price index fell 1.61 percent in the 12 months to June 6, compared with the previous week's annual rise of 0.13 percent, government data showed on Thursday. The fall was the first in at least three decades.

"There are definite trends coming through although the headline index is negative ... Oil prices are firming up and commodity prices are increasing around the world. Food production is below the trend level," Subbarao said.

Subbarao declined to comment on whether he expected the government to increase the borrowing programme at its final budget to be unveiled on July 6.

The government has stepped up the pace of its borrowing in recent weeks. It is scheduled to borrow 150 billion rupees via bonds next week compared with 120 billion indicated in the auction calendar. This will be the sixth straight week where the government will be borrowing 25 percent more than originally scheduled.

Volkswagen to partially idle Mexico plant in July

The partial closure, starting Wednesday, will be the latest in a series of temporary shutdowns at the plant in recent months as the global slowdown hurts demand for new cars.

Union spokesman Arturo Monter said by idling some operations at the plant in the city of Puebla, the German auto maker hoped to save jobs while also taking advantage of the drop in orders to make adjustments to assembly lines.

He said about one-third of union workers on assembly lines for the Bora and Bora Variant models would be off work for 14 days. For 10 of those days, their pay would be cut by 50 percent.

The Puebla plant is Volkswagen's only factory in North America and most of the cars it produces are shipped to the United States, Canada and Europe.

About 70 percent of cars produced across Mexico are destined for the U.S. market, which is suffering its worst downturn in almost 30 years.

Mexico is the world's No. 10 producer of autos but output fell 39.4 percent in May year-on-year, hit by slumping U.S. demand. The country's plants assembled 108,162 automobiles in May and exported 83,910, industry group AMIA said.

Security forces enter Lalgarh

The personnel of paramilitary forces and the state police were just two km away from the Lalgarh police station, which is under Maoist control, a senior police officer said.

The securitymen from CRPF, BSF, State Armed Police, Eastern Frontier Rifles and the Kolkata Police entered the besieged area after crossing a five-km stretch of the Jhitka forest, a Maoist stronghold, he said. Nod for wada repairs in 48 hrs; NOC not needed

In a move that will give relief to thousands of tenants residing in centuries-old wadas in the city, the Urban Development Department of the State Government has allowed tenants to carry out the wada repair work at their expense without having to submit a no-objection certificate from the wada owner or any architectural plan of the wada, which had been the pre-requisites till now.

Wada tenants can now forward an application to the ward office of the Pune Municipal Corporation (PMC) before the repair work and the permission will be given within 48 hours. However, the tenants are not allowed to make structural changes to the wada.

The decision, that was taken at a meeting here on Saturday, is likely to be implemented on Monday, said BJP MLA Girish Bapat who briefed the reporters on the development. Urban Development Department Principal Secretary T C Benjamin, Divisional Commissioner Dilip Band, civic commissioner Mahesh Zagade, city engineer Prashant Waghmare, Congress MLA Chandrakant Chhajed and Bapat attended the meeting, besides Town Planning officials.

Bapat said, "There are 17 Peth localities in the city, including Kasba Peth, Somwar Peth, Raviwar Peth, Nana Peth and Navi Peth. These Peth areas house about 10,000 wadas. The PMC has carried out a survey of only 1,600 wadas till now and have issued notices to around 750 wada owners about pulling down the dilapidated structures."

He said it was decided at the meeting that if the tenants and occupants of these wadas submit an application to carry out repair work of their place at their own expense, they will be given permission within 48 hours by the civic officials, without having to submit any extra documents. "Less submission of documents will speed up work and save them from turning homeless."

He said the tenants will not be allowed to make any structural changes to the wada or increase the carpet area under this pretext. "This permission will be applicable only for repairs like plastering or raising support to the structures."

Chargesheet filed in Jigeesha murder case

"She was brutally killed even though she kept on begging for her life" Â— This has been mentioned by the Delhi Police in a chargesheet it filed in the Jigeesha Ghosh murder case on Saturday.

Ghosh, a 28-year-old executive with Hewitt Associates Pvt Ltd (Noida) and resident of the CPWD Colony in Vasant Vihar, was abducted by Ravi Kapoor and his friends from outside her home early on March 18 and later killed.

Having finished its investigations, the Vasant Vihar police have filed a chargesheet against Ravi Kapoor, the main accused, and two of his friends, Baljeet Singh, alias Poppy, and Amit Kumar Shukla. They along with two others, Ajay Sethi and Vijay Kumar, were also involved in the murder of journalist Soumya Vishwanathan on September 30 last year. These murders had raised concerns over security for working women in Delhi. The accused were arrested on March 24.

DCP (South) H G S Dhaliwal said, "An intensive investigation was conducted in this case and our teams have done a lot of hard work. The challan (chargesheet) has also been filed in time."

In the Jigeesha Ghosh murder case, a 448-page chargesheet has been filed under various sections of the IPC, including 302 (murder), 201 (destruction of evidence), 365 (abduction), 397 (robbery with attempt to cause grievous hurt or death), 34 (common intention), several forgery sections including 468, 471 and the Arms Act against the three accused.

The chargesheet, filed 90 days after the accused were arrested, includes the testimonies of 59 witnesses, among them Jigeesha's family, police officers, forensic experts and others. The police have also submitted 10 photographs related to the accused persons and crime spots, and one CD and documents related to recovery of the weapons used by the accused persons while committing robberies and murders.

Since the courts are closed for summer vacations, the chargesheet was filed in the court of Duty Metropolitan Magistrate Jitendra Mishra at the Patiala House complex.

During their investigations, the police found that Ravi Kapoor, Baljeet Singh and Amit Kumar Shukla abducted Jigeesha in a Hyundai Santro (HR18C3409) from the CPWD Colony around 4 am. She had been talking on her mobile phone. The accused then drove towards Mahipalpur. They asked her for her ATM pin at gunpoint and withdrew Rs 20,000 from an SBI ATM in Mahipalpur. After this, they strangled her and threw her body near Bhadkal Lake.

The police also found that Ravi Kapoor also roamed around the city using fake police uniforms, police badges, stickers on cars and arms, for which he was booked for forgery and under the Arms Act.

In the Soumya Vishwanathan murder case, sources said the Vasant Kunj police would be filing a chargesheet against the five accused Â— Ravi Kapoor, Baljeet Singh, Amit Shukla, Ajay Sethi and Vijay Kumar Â— by next week. "Investigations are over in that case too and almost all the documentation has been completed," a source said.

The South district police will also file a supplementary chargesheet against the five accused in the coming months under MCOCA (Maharashtra Control of Organised Crime Act), which was imposed on the accused later, in April.

Not doctored: forensic report on Varun tapes

The word on the Varun Gandhi tapes is out and it says not doctored. The Forensic Science Laboratory's report, which was submitted to the Pilibhit police on Saturday, confirms what many believedÂ—it was indeed Varun Gandhi's voice on the tapes containing the hate speeches he delivered in Desh Nagar on March 7 and Barkhera in Pilibhit on March 8.

Varun had alleged that the recordings were "doctored" and there was a "political conspiracy" to defame him. "These are not my words and not my voice," Varun had said after the footage was aired on TV channels.

After Varun refused to give a sample of his voice to police at the Etah and Pilibhit jail, the police arranged a microchip containing a recording of his March 7 public meeting at Desh Nagar in Pilibhit. A top police official confirmed that the Forensic Science Laboratory (FSL) has reported that Varun's voice matched with that in the recording. "Three exhibits were sent to FSLÂ—a compact disk, a mini video cassette that was recorded at Barkhera and a microchip, voice recorded at Desh Nagar. All three exhibits were arranged through media houses," added the official.

The Pilibhit police, who have almost completed their investigation and were waiting for the FSL report, are likely to move the state government soon in order to file a chargesheet against Varun in court. "The FSL report is second evidence against Varun. We already have affidavits and recorded statements of 20 people," said investigating officer Mani Ram Rao.

In all, six FIRs have been filed in Pilibhit against Varun, who is at present out on bail.

Things are looking up on the professional front though -- after the box-office success of "Dostana", Abraham is back with Kabir Khan's "New York".

The actor spoke to Reuters about "New York", his career and why he likes being called eye candy.

Q: You seem to have hurt your leg

A: "Yes, I have broken my navicular bone. I am getting used to walking on crutches though. In 2006, I broke my other leg in a bike accident. This is actually much worse than that. You know so far, I have broken four bones in my body. Thats a lot isn't it?"

Q: Tell us about 'New York'

A: "'New York' is looking good. The name of my character is Sam, a guy who is a typical jock. He has two friends, Maya and Omar, and it is about a sequence of events that changes their lives."

Q: This movie talks about discrimination and the after effects of 9/11, which is not a very common theme in Indian movies.

A: "Yes, this is not the jingoistic, America bashing film. It is a very unbiased way of (showing) what happened in America post- 9/11 and the way America looks at a certain section of a community and the way that community looks at America.

"We are also trying to tell a story that is commercial enough to be called a commercial Hindi film. The basic subtext of the plot is very different but the way it has come across is very peppy."

Q: There is a particularly disturbing scene of you in the promos, lying chained in a small cell.

A: (Laughs) I wish I could tell you more but all I will say is that you are right -- it is a very disturbing scene and we prepared for it for a very long time. I think that is one of the clinchers of the film. If that affects you positively or negatively, then we are home.

"It is not always about the time you have spent on screen, it is about the impact you make, which is what I have always believed an actor should do. If I have managed to do that, I have succeeded. But that is something the audience can say after having seen the film.

"I could blow my own trumpet and say this is my best performance, so films are better not being spoken of the actors themselves."

Q: So is it your best performance?

A: "Yes. By eons and light years."

Q: Do you remember the first time you went to New York?

A: "I am very familiar with New York. I used to go there in my modelling days. But when I went there post-'Kabul Express', I was taken aside by the authorities and questioned for six hours because I had an Afghanistan stamp on my passport.

"I remember the head honcho (sic) coming in and me talking about 'Kabul Express'. So he asked me to narrate the story to him. At the end of it, he said 'really nice story, when is the film releasing?'

"When I played Sam, it was partly reminiscent of what I went through in a very small way. But obviously, there are greater prejudices in the world and there are ways of looking at it. You either feel crucified or you give the other person the benefit of the doubt. I feel there is always a reason for someone to behave irrationally. That is what 'New York' is about."

Q: Do you face moments of insecurity?

A: "All the time. But then, you have to channelise that insecurity into excelling and doing better for yourself. Either you can sit and brood over what you dont have, or you can work hard and try and achieve what you want.

"I have been the subject of ridicule. I have been pushed into every corner. But these days, because I have broken my foot, I sit across from my father and we talk. And he is a very wise man and he always gave me this example of a fable by William Wordsworth.

"A big man was crossing a bridge that only one person could pass at one time. Little John was crossing it from the other end. They meet at the centre and the big man told John, 'I don't let fools pass'. Little John walked back to his end, stepped aside and said 'but I do'.

"That is exactly my philosophy in life. Give the monkeys peanuts, let them rant, rave and scream, you just do your work. Be a horse with blinkers."

Q: Are you okay with being looked on as the nation's eye candy?

A: "Why should I have a problem with that? I want people to look at me as eye candy, if they don't, I would be in deep trouble. After all it is a visual medium. Why should I feel defensive?

"My audience is the one who comes out of the theatre and says 'John, we loved you in Dostana'. That's it. I don't have to sit at 40 fake award functions and go up and give the same speech 25 times, so that I can prove to the world that I have been liked by my audience. My audience has already rewarded me."

Ronaldo wanted to leave Manchester United a year ago

Argentine Tevez leaving Manchester United

Unsettled Argentina forward Carlos Tevez is to leave Manchester United, the Premier League champions said on Saturday.

Tevez, 25, whose "economic rights" are owned by agent Kia Joorabchian, left West Ham United for Manchester United on a two-year deal in August 2007.

He spent much of last season on the bench and his last appearance was as a substitute in the 2-0 Champions League final defeat by Barcelona in May.

A statement on the club website (www.manutd.com) said United had agreed a fee of 25.5 million pounds ($41.71 million) and offered a five-year contract which would have made Tevez one of the team's highest-paid players.

"Disappointingly, however, his advisers informed the club that despite the success he has enjoyed during the club's most successful periods he does not wish to continue playing for Manchester United," the statement said.

Joorabchian responded by saying money had never been an issue and the club had not given Tevez enough time to make up his mind.

"When United made their offer about 10 days ago, for the first time in two years, we never went back to them to ask about money," Joorabchian told Sky Sports News.

"We just asked for some time to think about it. Obviously they have had two years to think about it and Carlos had to make a decision based on his family.

"Just to make it clear, this has been Carlos's decision. Nobody else would make this decision for him.

"We didn't actually reject the offer. Manchester United have ruled themselves out of the running. We actually asked for more time and if they could not give that we would have to walk away."

Joorabchian ruled out a Tevez move to United's arch rivals Liverpool and told Talksport Radio that "Manchester City and Chelsea probably would be the two clubs that are on the table".

There will be no issues over who owns the player's rights in future, with his next deal expected to be a permanent one.

Joorabchian said: "The Premier League have changed their rules now, when you do make a transfer it has to be a permanent transfer.

Intruding US aircraft was carrying medicines and not weapons, discloses IAF

After a thorough interrogation and search Indian authorities confirmed that the military cargo aircraft, which has landed in Mumbai air port yesterday was carrying medicines to the US troops operating in Afghanistan and no weapons or ammunition were on board said IAF spokesperson Wg Cdr Tarun Kumar Singha.

Speaking to ANI Wg Cdr Singha said the aircraft was hired by the US military, from a Russian agency. All the 18 persons including the crewmembers who were in the aircraft were civilians and belonged to the Russian agency.

The hired military cargo aircraft violated the Indian air space near Gujarat yesterday and was forced to land at Mumbai's Chatrapati Shivaji International Airport.

The aircraft was travelling from Diego Garcia island, a military base of the US near Mauritius in the Indian Ocean, to Kandahar in Afghanistan.

Wg Cdr Singha said that according to norms any hired civilian aircrafts for the military purposes has to get an AOR clearance form the IAF on this case the Russian agency did not obtain the clearance, the Mumbai ATR instructed the captain to land the aircraft.

He denied the report of IAF planes escorting the intruded aircraft and said the pilot followed the instruction given by the ATR, so the question of escort does not arise.

Six new swine flu cases push India's tally to 56

Six people, including two minors, across the country Saturday tested positive for the influenza A (H1N1) virus, taking the total number of affected people in India to 56 though 21 of them have been discharged on recovery.

Among the new cases, three were reported from Delhi, and one each from Hyderabad, Bangalore and Fatehgarh in Punjab, the health ministry said in a statement.

'Three more people have tested positive for the swine flu Saturday, including an indigenous case where the patient contracted the flu without going abroad,' Delhi Health Secretary J.P. Singh told IANS.

Three cases in the national capital include: a 27-year-old male passenger who had travelled from Canada to New Delhi transiting Brussels June 17 and self-reported at the identified health facility, a four-and-half-year-old boy who travelled from Toronto transiting Brussels reaching Delhi June 17, and a 30-year-old man and a family contact of a positive case reported June 17.

The new case in Hyderabad is a 32-year-old man who had travelled from New York, transiting Mumbai. On reaching Hyderabad June 13, he self-reported at the identified health facility with swine flu-like symptoms June 18.

The single case in Fatehgarh Sahib is a 15-year-old boy, part of a group of 20 children and four teachers who had gone to Orlando, the US, on a NASA trip and had reached the Punjab town June 16.

Punjab health authorities were examining all children who had returned from the US study tour. Subsequent to this screening, the boy reported with symptoms of fever, running nose and sore throat June 18. All the contacts of these children have been traced and given chemoprophylaxis.

The single case reported in Bangalore is a 25-year-old man coming from Philaldephia via New York and London. A day after reaching Bangalore June 17, he reported at the health facility with the swine flu symptoms.

Indian health authorities have so far tested samples of 412 people, of whom 56 have been tested positive for the Influenza A(H1N1) virus.

Six of them are indigenous cases who got the infection from the positive cases traveled from abroad.

Among these people, 134 were identified through health screening at international airports, 20 through contact tracing and the rest had self-reported.

Twenty-one of the confirmed cases have been discharged while the rest of them are all stable and remain admitted to the identified health facility.

The World Health Organisation (WHO) has reported 44,287 laboratory confirmed cases of influenza A(H1N1) infection from 94 countries as on June 19. The pandemic has claimed 180 lives.

Infosys' Murthy wants budget to focus on inclusive growth

Noting that India was "deeply anguished" over continuing attacks on its students in Australia, Union Minister Shashi Tharoor today said New Delhi expects "better measures" from that Government. "We are deeply anguished over the attacks.

India wants to see better measures taken by the Australian government," the Minister of state for External Affairs said. "We have conveyed our concerns at the highest possible level.

Our Prime Minister has spoken about it to his Australian counterpart," he said at a meet-the-press programme here organised by the Ernakulam Press Club. However, Tharoor said the Australian government has reciprocated with certain measures.

Referring to the controversy over his earlier comments that it was a domestic issue, he said certain remarks of his were taken out of context and "misinterpreted" by some people. "This is a domestic issue and it is not equivalent to the South African apartheid where we were opposing the measures taken by the government and in Australia we are working on the same side of the government," the minister said.

Indian government cannot protect their students in Australia as it is a sovereign country. In the same way, India will not allow foreign countries to protect their citizens in India.

Some of the attacks have racial connotations, he said.

Mamata calls Buddhadeb 'a bigger Maoist', threatens stir

West Bengal's principal opposition party Trinamool Congress chief Mamata Banerjee Saturday said Chief Minister Buddhadeb Bhattacharjee 'is a bigger Maoist' and threatened a stir if allegations that her party had links with leftwing rebels were not withdrawn.

'We will wait for 48 hours. If nothing happens within that time, then we will hit the streets,' Banerjee told mediapersons at her Kalighat residence.

'We don't support Maoists. If you search the chief minister's house, you will get Maoist literature. He is a bigger Maoist,' the Trinamool chief said.

Banerjee also demanded Bhattacharjee's resignation for the atrocities committed by the Communist Party of India-Marxist (CPI-M) cadres in various parts of the state.

'This chief minister should be sacked. He is wholly responsible for all the atrocities. He is the lead actor of all the atrocities across Singur, Nandigram, Lalgarh, Mangalkot and Keshpur,' Banerjee said.

The railway minister also questioned why the state government took so much time to crack down on the Maoists.

'Why didn't you ban the Maoists in the state, when it is banned in Chhattisgarh, Jharkhand and Andhra Pradesh?' she asked pointedly.

'I am condemning the atrocities, whoever is doing this. But who created the Maoists? Who has carried out atrocities against common people in the name of Maoists? The people who are arrested in Lalgarh are not Maoists,' she thundered, denying her party's links with the rebels.

She alleged the CPI-M was trying to establish its sway in Lalgarh in the name of the operation. Neither the central nor the state government had apprised her party about the ongoing operation beforehand, she added.

'They didn't tell us anything about the operation that is going on for three days. We have not been informed by the state or the central government. Law and order is a state subject. It is their joint operation. I don't want to talk on this.'

Asked about the Maoist leader Kishanji's comment that they participated in the Singur and Nandigram along with Trinamool, Banerjee said: 'There were no Maoists during the Singur and Nandigram fights. I don't know any Kishanji. It is a drama created by the CPI-M. They are very good at creating new drama.'
